OK, what we need to do is change this into an equation that represents the relationship between percentage and decrease. So, we get [8,421 - x% (8,421) = 6,605] Do you see? We start with the population in 1960, which is 8,421. This number is decreased, which means subtract, by some unknown percentage (x%) of the original population. The new population after this decrease is 6,605--the population in 1970. Then to solve: subtract 8,421 from both sides to get:
-x%(8,421) = -1816 Next we divide both sides by 8,421 to get: -x% = -0.2156 or x = 22%. OK? So, the population in 1970 represents about a 22% decrease from 1960. So, choice (b) is the closest. Remember, they're only looking for an approximation.
ANOTHER way to look at it, which might be simpler is to look at the difference in population between the two years: 8421-6605 = 1816. Then divide this number by the original population number 8421: (1816/8421) = 0.2156. This is really the same as the first way, but the first way explains why you are dividing these particular numbers. I hope this helps.

Without just giving you the answer, as I assume this is an assignment, minus each of the percentages from the 1960 number and see which is closest to the 1970 number...

What's the matter with you? The answer is not 5%. You divide 30 cents into 140 cents and get 0.214. Multiply that by 100 to get your percent saved: 21.4%
