ANOTHER way to look at it, which might be simpler is to look at the difference in population between the two years: 8421-6605 = 1816. What's the matter with you? The answer is not 5%. You divide 30 cents into 140 cents and get 0.214. Multiply that by 100 to get your percent saved: 21.4%
