I take it you're looking for live shrimp to hatch yourself? You should be able to find a kit in a local fish/pet store or have them order one for you. You can also buy online.

To hatch them, you'll need a 2 liter soda bottle, air pump, tubing, eggs, water, seasalt, light, heat, and food. If you get a kit (http://www.thatpetplace.com/pet/prod/207092/product.web ) you'll still need the bottle, pump, and food. Once you have done this a few times using a kit, you can buy seasalt and eggs separately and mix the water and amount of eggs you need yourself. At this point, you'll need a hydrometer to get the salt to the correct concentration in the water. All this will be explained in a link with directions on hatching I'll include at the end.

If you're planning to feed newly hatched shrimp to baby fish, you may need a second set-up to keep producing shrimp that are small enough. The newly hatched shrimp have the highest nutritional value. If you want to feed adult shrimp, You'll need a larger tank where they can grow. Older shrimp don't have the nutritional value of small ones, you you should use a feeding supplement before giving them as food to your fish.

Unless you're looking to feed newly hatched shrimp to fry or you have fish that require living food, you may find that it is a lot easier to buy the frozen once you've tried raising them yourself.

ADDITION: Since you edited you're question to say you're looking for adult live brine shrimp to use as feeders if you don't hatch your own, you'll have to try a larger privately-owned pet/fish store or buy them online (this is one site I found by googling "live feeder brine shrimp" http://www.mariculturetechnology.com/Foods.htm - prices quoted in link) . I don't know what kind of luck you'll have looking for them at local stores - all but one store within an hour's drive from me have stopped carrying them - too much maintenance and smell, and most customers have switched from feeding live to frozen.

Your best bet is to buy frozen brine shrimp. It's available at most any pet store. It's not expensive and is very easy to feed to the fish.
