Depends on the driver. Usually, you use less gas on the highway because you don't keep stopping and starting back up. It takes more HP to accellerate than to keep a car moving. This of course is not the case if you're constantly going over 90 mph cause of the extra gas it takes to maintain that speed. Keeping it at 55-70 will generally save you on gas.

You use less. The reason being that you are just holding a speed and not accelerating and stopping a lot. You are also in top gear, or everdrive depending on your car. This means that the wheels will turn more for every revolution of the engine giving you better gas mileage.

No you use more gas driving in town, stop and go traffic. It's the loading of the engine from a stop and setting at lights that use gas, also being in a lower gear makes the engine work harder.
