No, they most likely require different care(humidity, heat, etc) Most frogs contain toxins that could effect the turtle and some species of turtle will try and eat small reptiles.

It depends on the type of frog and turtle for example
a pacman frog would not go good because it is a agressive animal

NO!!!!!!!!!!!!!!!! NEVER keep a turtle and a frog in the same enclosure.They require way diffrent care,not to mention that the turtle would eat the frog which is likely to be toxic to the turtle!

Depends. My pet Bullfrog didn't go well with my pet Snapper. My pet toad goes very well with my three toed tortoise. Get the idea.
