My pre-owned car has a smell of cigarette smoke on the steering wheel from the hands of the previous owner. Is there any way to remove this odor? I've tried sanitizing wipes, but it is still there.

What year is the car?
If it has an airbag in the steering wheel, then wrap new leather around the wheel.
OR
If there is no airbag, then replace the steering wheel.

I don't know what the steering wheel is made of, but I do know that fresh lime juice and fresh lemon juice work extremely well at removing cigarette odors. Just cut the fruit and slide it on the affected area. as the juice dries, add a little more. Do this several times and then rinse thoroughly.

There's some kind of spray at walmart that is called like non smoking spray or something over by where you buy cigarettes,snuff,blunts.. etc.
It gets the smoke smell outta thing.. i dont know worth a try

Spray Febreeze heavily on a cloth and wipe down the wheel.

Three words! febreeze, febreeze, febreeze! It works, but you have to basically soak the interior of your truck. Hope this helps!
