I suggest you say "20 out of 20", "100 out of 100" or any other number because if you want to say "100% of the marbles are red", you don't want to say "1 of the marbles are red". You would rather say "20 out of 20 marbles are red" or any other number that would make it equivalent to 100%.

If what you want is 100 words rather than 'word count' as the other reponders suggest, use a word processor (MS Word, WordPad, etc.) and put a hard return after every tenth word. That way, when you get 10 lines, you're at 100 exactly. If you go back and add or delete words in earlier lines, just adjust your line breaks accordingly. This lets you determine your count at any point quickly.

100% = 1
moreover, % = 1/100
for example:
20 % of 200 = 40
and
20 * (1/100) * 200 = 40

100% can't be written with the percent symbol if you want to say percent. If you just want to say 100, you can, but who will know that you mean percent?
