Displaced means BY the war, so during and after World War II.

Some people were displaced prior to the start of WW 2 in 1939, but most were displaced as a result of the fighting.

And the Holocaust, in terms of the "Final Solution" began in January 1942, so during and after the war.

During and after - it can't be before because of simple logic in the words 'of the Holocaust'.
