You're right, it does... however, have you ever noticed the "Member Since" stamp? It's always from sometime within the past day or two... I noticed the first one in March (member since March "x"), but I saw him a few days ago (member since April "x"). I'm assuming his old accounts are always getting banned, so he creates a new one each time...
