I am an HR/Marketing assistant for an accessories company and need people to fill retail sales associate and manager positions mostly along the eastern coast. We like to target college kids for these jobs but posting with career services only takes you so far. Myspace has also been a bust because you have to wade through alot of trash.

Craigslist. Seriously. My company aims to recruit the same key demographic. We get more responses from Craigslist than anywhere else. Second to that is Careerbuilder, and local newspapers. Job Fairs work only if you recruit in a college where there are kids studying to work in your industry, and you need to put your most charismatic recruiters out there (and hound them after you get their contact info).

Then how about finding out from local colleges when their career fairs are and have a booth, or how about offering a incentive for employees who refer friends and gets hired, if you like your present employees chances are you will like there referances. Ad's in school news papers, and how about store signs, showing a desire for new associates.
