Yes, they should. They should create this agency in a major city, like New York, or better yet - LA. This agency should be staffed year around, 24 hours a day, 7 days a week, cause you never know when terrorists strike. You need to have an obvious name for it, since it will be a group of the best people working together, an elite group, Unit has to be in the name. And Terrorist as well. Anti is not a very good name to start with, but you are countering the terrorists, so maybe call it the Counter Terrorist Unit.
It needs to have someone who will kick butt and take names. Someone who is morally strong, but will ignore the rules to save lives. Someone with a strong name, like Jack.
Even better, this CTU with Jack should only have 24 hours to solve any terrorist threat.

An agency like this already exists within the Federal Government.

They shouldn't make a specific agency, though they have a unit already dedicated to hunted Bin Laden. The reason why the agency would be bad is because it would help swallow up funds, though it could help a bunch. I'm in favor of the unit for killing Bin Laden though. There's just too many pros and cons to tell. I hope I've been of help.

What god do they worship that would encourage them to have children so they can teach them to HATE. What god would reward a follower for blowing himself up and for deliberately murdering innocent women and children?
