Governments never "feel" anything. Government is not a human being but a bureaucratic institution. Governments act according to strategic calculations resulting from the interplay of political forces within the system.

Angela Merkel, the chancellor elected in 2005, is fairly conservative and much closer to George Bush than her predecessor. The German government has been friendlier to the United States over the last two years.
