A dormant seed is alive,as evidenced by the fact that it continues to respire, albeit at a much lower rate than normally. Dormancy comes from the Latin word meaning "to sleep". It is a condition of extremely low metabolic rate and suspension of growth and development. Conditions required to break dormancy vary between plant species. Some seeds germinate as soon as they are in a suitable environment. Others remain dormant until a specific environmental cue causes them to break dormancy.

Dormant implies that the seed is alive and would be able to become vegetative once the conditions were right.

dormant means it's alive (think of it like a valcano, it's just asleep and needs something to wake it up)

A dormat seed is indeed alive. It is just "sleeping". It still goes through respiration and is still living.
