I am not suppose to put these items in a compost / mulch pile :
Meat,bones & fish ,
Dairy products ,
Grains , beans & bread ,
dog/cat poop ,
sawdust

Why aren't these things allowed in a mulch pile?

I think you mean compost and not mulch in any case bread just wouldn't look too pretty. dog/cat poop wouldn't smell very good nor would meat and dairy. Fish however is good for the compost as would some sawdust. The old time farmers always threw egg shells and fish scales or even the guts right on the garden.

Materials which you should not add to a compost heap: kikuyu grass, woody garden clippings, pine needles, rose cuttings and other cuttings with thorns, seeds, bulbs, runners, garden wastes sprayed with pesticides, toilet waste or septic tank sludge, diseased animal carcasses and diseased plants, anything that does not decompose, e.g. metals, glass, plastics.

Bread, cereal, even tempeh and tofu go into my compost pile with no ill effects. The warnings against meat and dairy are that the smell will be a problem and they'll attract critters. Sawdust can go in a pile, BUT you don't want sawdust from pressure treated lumber, and if you add sawdust you have to spread it in a very fine layer or else it'll form a crust and prevent water from passing through the pile. Sawdust can be useful- as can straw, shredded paper, etc.- as a means of adding carbon to a pile.

You don't want to put anything in your compost pile which might attract animals, such as rats, etc. These food items would be dinner for them.

Poop, no way! It doesn't break down fully and you might contribute harmful bacteria to your garden when using the mulch.

Sawdust - I don't know, sorry.
