if two objects were in the same area for a period of time, then their temperature would be the same even if one felt colder. This is because one could be a conductor and the other a insulator. The conductor will feel clder as it takes the heat away from your hand faster. The insulator is slow and so it feels warmer

Temperature is relative and subjective.
Your body temperature is typically warmer that the room. A good thermal conductor will feel cooler than a good thermal insulator because the conductor will draw heat from your hand.
That it is also subjective is best illustrated with three glasses of water. One cold, one lukewarm and one hot.
Put one forefinger in the cold water and your other forefinger in the hot water. After a few seconds put both fingers in the lukewarm water. Then ask yourself "Is the lukewarm water hot or cold?"

it depends on the temperature gradient... if U first put ur hand into hot water and then into a water at noramal one ... it will appear cooler, because heat from ur hands will flow into the water at nomal temperature
