Probably not. What I have read says that it was probably propaganda. On the other hand, there was a Russian autopsy report that said it's true, but the report is hard to verify.

No he didn't. This is an urban legend. How would we know anyway? As far as we know, he never had any real sexual encounters, though he displayed the symptoms of syphilis.
You should read the 1943 psychological report conducted by the US Government. This will give you some insight into his physical and mental health, which, by this time, was already decaying. I don't know if that had any effect on his genitals, however.
