It depends on the look you are trying to acheive. Pencil is blendable and perfect for a daytime look. Liquid eyeliner is more dramatic and pairs nicely with a smokey eye for an evening look. Whatever you decide, purchase a good eye makeup remover and you'll be set!
Forgot to mention: Try gel liner (comes in a pot) and a small, long-handled, flat brush to apply it. Very easy to put on. Check out MAC's Fluidline - many other companies make this.

Pencil eyeliner.
1. It is easier to take off.
2. Looks more natural.
3. Easier to control.
4. Reduces mistakes when applying.
5. Liquid can spread when still wet and look terrible.
6. Cheaper.

It depends upon your own personal preference. Liquid eyeliner gives a dramatic long-lasting look and pencil liner is easier to apply and wont make such a mess. With a pencil you can have more control and precision. I personally prefer a pencil.

For Me, I use Liquid eyeliner on the top lid and Pencil on the bottom. and most of my friends use that way also. it might be more expensive to buy both, but I think it looks nice like that. plus, if you dont like them together, you can always try putting liquid or pencil alone.

There's different uses for each. Liquid gives you the dark dramatic impact and is easily applied. Pencil gives you a less defined/more "smoky" look. I tend to use them together. One thing I've noticed through the years is that it's hard to find just the right consistency of eye pencil - if it's too hard you will be pulling on your delicate eye tissue (not good for the future!), and if it's too soft, you will be smudged into a racoon look.
Good luck!

liquid is hard to put on but once you get the hang of it, it looks really dramatic and pretty.
If you like the less dramatic look, go with a pencil but find one that glides on and is more of a crayon quality.
I use a black eyeshadow and skinny brush to put my eyeliner on. I can layer it and make it look as dramatic as liquid or I can just put one line on and make it as natural as pencil. And it lasts ALL DAY!

It all depends on the type of eyelid you have, when your eye is open if your eyelid mostly disappears liquid eyeliner stick and you have to wait for it to dry before opening your eye, there for pencil would be the one and if the other way around, well both are okay it depends on what you rather.

If you have steady hands, go for the liquid liner...But if you are a beginner try using pencil liners. Liquid liners give smooth, solid lines compared to pencils.
However, liquid liners are used mostly on your upper eyelid and pencils should be used on you lower eyelid. If liquid liners are used on lower eyelid as well, it would give a dramatic look and not a very subtle or natural one.

Do you have a steady hand? If not (like me) I would stick to pencil. I love the way liquid liner works but there is not a good selection of them and I find it very hard to put on.
