I really not sure. You may do a little research and open with some History about your school and what changes took place over the years, like new buildings and courses. With this you could lead into; how we need change over time to adjust to the needs of the students. Then tell how you would listen to the needs of the students and present this to the school to allow for change that will allow for flexibility and more Student/Teacher relations to provide a more enjoyable Learning/Teaching environment that incorporates education and student activities into a more diverse spectrum.

If memory serves, the main function of the Middle School Student Government is to work hard to support the goals of your faculty advisor. If you know anything about the inner workings of the Student Gov, tell the students that you will try to implement policies that give the students more control over what the S.G. can do, more control over how the S.G. gets to earn and spend its funding, more control over what the S.G., and through them the students, are allowed to do. It's all about empowering the students.
Then, of course, you have to be ready to fight that fight.

Students, I'm not going to waste your time making promises I don't intend to keep. I realize you just want this to be short and sweet so we can get out of here.
(laughter)
We as students need to be empowered to be able to collectively make change. To do something meaningful that we all agree on.
So if you decide to vote for me, I promise to work on those issues that mean something to YOU. Not for me, but for you. So if you want a true leader who listens and acts for the people. Vote for me and I do what it takes to make this class the best class ever.
(I gave this to my son, he's the 6th grade class president now.)
