I'm always seeing in shows that if you rub your feet in a carpet you can get like small ray of electricity come out of your finger. Is it completly true, and if it is how long to I have to rub my feet in a carpet and what fabrics should I wear.

wear socks and scoot your feet across the carpet and go touch the door handle,though it works better during the winter months...or you could just go to the grocery store..i always get shocked there

p.s. if you turn out all the lights in the house,sometimes you can see a small bolt of electricity jump between your finger and the object your touching.have fun!

Those rays of electricity are called sparks and yes it is true.
I did it often when I was a child. You can shock other people with it.
It depends on the kind of carpet and the shoes you are wearing. Also on how humid it is. It works best when the air is dry.
Try different shoes on different carpets until you found a combination that works.
You don't need to rub long just a few seconds and then touch another person or some metal object. The metal object has to be either connected to ground or metal pipes or alternatively be big enough i.e. a washing machine is big enough, a screwdriver is not. A radiator works well too.

You need really, really low humidity and wool rubbing against something like nylon or silk -- that works best. That is why if you wear a wool sweater in a heated house in winter, when you take it off, your hair may "crackle" from the static!

You can do the same thing by blowing up a balloon, rubbing it on your shirt (or blouse) and sticking it to the wall!

Oh, and yes you will get a spark from your finger if you charge yourself up and touch another person, or metal or any other conductive surface. Including your COMPUTER, which can cause real damage, so be careful experimenting around that.
