Clean out any misc crud in the bottom, make certain the water is coming out each port...you may need to unplug them with a piece of wire. The drain and plumbing below must run clean....if it's hooked to the sink drain, that should be free running.
Then clean the dish washer: First run hot water at the sink to make certain the hot water is ready, then pour a whole jar of Tang orange drink into the washer and run it thru...empty dishwasher of course. The citric acid in the Tang helps take the crud off the dishwasher's interior.
Over time hard water will etch the glass, nothing can be done. The film is part water mineral and part soap. The vinegar soak might work, stronger products like LimeAway might was well. But it's just a stop gap effort. Eventually the glass will loose.

If its a film, holding the base, pump the glass vigorously in hot soapy water, then quickly pump it in hot clear water (cooler water may shatter the glass). Dry it upside down on a cotton towel. To get extra shiny, streak free glasses, add a little vinegar to the final rinse water. If glasses have hard water stains rub them with a scouring pad dipped in vinegar. Good luck. For future reference, make sure the dishwasher isn't overly loaded and make sure it's loaded properly. Use Jet Dry (or something equivalent) and a detergent like Cascade. In my experience, this combination can't be beat for sparkling dishes!

clean your dishwasher once. Use a dishwasher cleaner and get it cleaned first. Then maintain it with lots of vinegar everyday

soak with vinegar (white) and then wash by hand... Turn your dishwasher on with detergent and 2 cups of vinegar to wash whatever is in there.... Double check all drains for food residue and make sure the bottom of it is clean...
Good luck...
