Every garbage disposal I've ever seen has a reset button on it. Look carefully, with a flashlight. There is also probably a knob on the bottom that you can turn to be sure the motor can spin freely. If you can't turn this knob by hand, your disposal is stuck.
If you absolutely can't find a reset button, locate your circuit breaker panel and see if there is a breaker that has tripped. For the past 30 years or so, an electrician would have wired a garbage disposal to its own circuit. If a breaker has tripped in your circuit breaker panel, reset it and you should be good to go.

The reset button might have gotten pushed inside the disposer, so you "can't" see it! In the center of the bottom of "most" disposals, is a hole for a 1/4" allen wrench. If yours has this try spinning the motor by hand. Make sure that the disposal is plugged in, and beyond that, call the landlord, and ask him if you call a plumber to replace the disposal, can you take the fee off your rent. This way he won't find out about the cat, but as far as the cat is concerned, sooner or later the landlord will find out. Good luck!

I have stopped every garbage disposal I have come in contact with (maybe 10 over the last 10 years) and I can assure you they all have a red reset button (thank god). Some require you press a few times or hold the button in for a good 30 seconds.

As pink stated, only get rid of the disposal. human beings have only gotten too used to the ease of putting issues down the drain that fairly could bypass in the rubbish. i'm a plumber, and that i've got a love hate dating with disposals. Love them for the artwork they get me, hate them for the comparable reason. first ingredient i might attempt may well be to take the p-catch off the disposal and ensure it is not blocked up(be sure you have a bucket under it, as all the water in the bowl could drain out). If the p-catch isn't blocked(and the sink DID drain), the line previous the catch will would desire to be snaked/wiped clean.

Look more thoroughly for the red button. If there isn't one for sure, stick handle of broom in disposal and make the blades turn. DO NOT TURN ON. If you have to call in the landlord, take the cat to a friend's house and put the litter box outside.

Make sure it is unplugged. There should be a square shaped hole on the bottom of the disposal, try inserting a screw driver in it and turn it. It should rotate freely, plug it back in and see if the is a button (usually red) on the bottom of it. Push it, and for giggles check all of your circuit breakers and also the GFI buttons on the electrical outlets. It could be even a GFI outlet in another room.
