You need to do the research before you should expect to be able to come up with the perfect hypothesis. Time to head to the library...

Find research on the ways in which people have been able to beat polygraph tests. Do research on how effective and useful a tool it has been. Research on the best estimates of its reliability and validity and research on important court cases that either used polygraphs, or could have but didn't. Maybe there are court cases out there where criminals were acquitted because no polygraph was administered and then they went out and reoffended. This would have big implications on whether lie-detector tests should be used.

Once you have an idea of the theoretical and case literature that's out there re: polygraphs and their reliability, you'll have an idea of what a good hypothesis would be regarding their usefulness in the legal system.

First figure out what side you're on: Do you believe they should be used in court, or do you not believe they should be used?

Once you get that information go and do your research to get the juices flowing in your mind. You don't want to write a paper over a topic that's been written over a million times.

I find the best way to write a research paper is to find a published manuscript, get its thesis, and argue against it.
