What states has gay certificates that are legal to the gay and lesbian population?

Just one, Massachusetts.
VT, CT and NJ all have Civil Unions, not Legal Marriage.

Massachusetts is the only state to legalize same sex marriage.
The states of Vermont, Connecticut, and New Jersey do not have same sex marriage, but do have civil unions which have similar but not identical rights of marriage.
California has a domestic partnership law that provides most (but not all) spousal benefits to unmarried couples. Hawaii, Maine, and the District of Columbia have laws that provide partial benefits to unmarried couples.

All of these laws apply to state benefits only since the federal government does not recognize same sex marriages or civil unions due to the 1996 passage of the so-called Defense of Marriage Act.

There is a petition to place gay marriage on the Massachusetts ballot for a vote in 2008 in hopes of an outcome of making it no longer legal despite the fact that many of the petition's signatures were obtained fraudulently. An anti-gay group hired an out of state firm to gather signatures and were paid by the number of signatures, and the firm had it's employees go to supermarkets and ask people to sign a petition to allow beer and wine sales in grocery stores. After signing the petition the signers were told that their signatures were needed twice, with their second signature being for placing gay marriage on the Massachusetts's 2008 ballot without the signers knowledge.

gay certificates? aA marriage license is a marriage license, they don't have a gay certificate. By the way only Mass. has gay marriage legally and it goes to a free vote for the public soon so it may not for long.

Massachusetts does right now, but there's a measure that will be on the 2008 ballot to override the courts decision. At that time gay marriage will be illegal in that state.

Funny, since the democrats rule that state with a veto proof majority in the legislator. If the liberals wanted to pass a gay marriage bill, no one would be able to stop them.
