my limited learner permit expired in 2005, but it's the only ID that I have, is it still considered a valid form of ID?

No, it's not. Anything that's expired is useless, you might want to think getting an updated form of ID.

It depends on what you're using it for. It might work in some circumstances, but not for anything government-related, such as getting a passport, or getting on an airplane, etc.
