I installed a new AntiVirus program, but first I had to uninstall my old one. After doing so It had me restart my computer. Now that message pops up when I turn on my computer and it does not allow me to continue installing my new program and does not recognize that I unitstalled my old program.

Norton is imfamous for NOT properly uninstalling. Go to the Norton site and check their download section. (Some of that is to keep viruses from being able to uninstall their programs)
They have uninstall cleaners for the different versions of their programs that should take care of the issue.
