Another possible solution is to see if your filter design would allow you to place the pick up on one side of the divider and the return on the other. This would force water to circulate between the sides.

If you have a divider that allows water to flow through, you do not need the filter and heat both sides, as the water will circulate naturally. If you use a solid glass divider, then yes, you need 2 filters and 2 heaters.

as others have said as long as you have one that allows water to pass through, no. however, it's best to have two small filters in divided tank rather than one large one because then it can better remove things from the water, like things that can't flow through the divider. getting two filters made for a tank half the size of yours would be best.
