Usually filters also help with air circulation, but since the types of fish/frogs you are interested are more like a pond type, they might be fine without one. Just keep the tank clean, and plants can also help circulate air.

Algae-eaters only eat algae (green stuff). They don't clean the tank in any way. Unless you are planning on doing water changes every two days, you need a filter to take all the toxins and waste out of the water.

yes. The catfish just gets rid of algae, it doesnt filter the water. The filter gets rid of pollutants and all the other disgusting stuff.

I would recommend a filter. The algae eater does help a lot but it doesn't do everthing.

Yes, you would need a filter on the tank. You really need a filter with any aquarium that holds water for animals.

yup shrimp will also help by eating debris in the tank but you should always have a filter for good and clear water quality.
