It IS the people, because it is government-owned, and the government is "of the people, by the people, and for the people".

The White House is owned by the federal government, in other words, the people own it. The land it sits on is part of the national park system.

You are correct; the citizens of the United States owns not only the White House but all government structures.

Nothing in the government is privately owned - if you discount those politicians who "sell themselves" to the lobbyists....
