A- Woman who pays two dollars for a one dollar item she needs.
B- Woman who pays one dollar for a two dollar item she does not (not) need.

No, she doesn't steal it- she haggles her way with whoever is selling it down to one dollar.

I guess the woman who borrows the item from the woman who paid one dollar and doesn't need it..

i figured that A is a man, and B is a woman.
man are practical but dun really know how to haggle the price down.
woman are easily conned by those sales and buy lots of those useless stuff.
so i think A is a smarter woman, but its hard to find an A type woman. besides, most women wont pay more lol
wow my goodness jenny must be a woman to have thought of that argh scary. no wonder they say hell hath no fury like a woman scorned~

Well, the one that bargained is probably smarter because she bargained in the first place and she may need it in the future.
