How does Steve Vai make his guitar sound like it is laughing??

In the 1986 movie "crossroads", he did this. I know he uses a floyd rose trem system, and a wah, but what notes does he hit??

The wammy bar will create that sound. Guitarists can make the guitar "talk" like how a dog "talks."
