I use Gimp, it's totally free and works just as well. You can also get addons for it to increase its functionality.

All versions of photshop should work with windows ME.

Use Azureus to download it from TPB... but they appear to be down for the moment. If you use AIM add me as a friend and I can file transfer photoshop 6 to you in a few minutes.My AIM Screen name is "StarChoiceSucks".

I would suggest finding an OEM version of the software from a website like pricewatch.com or others. If you find a version from a couple years ago it will be compatible with Windows ME.
