You didn't say how old your baby is...
Try to distinguish the cry. Here are the 5 major sounds:
Neh - hungry
Owh - Sleepy/tired
Heh - Discomfort
Eair - Lower gas
Eh - Needs burp
Check you baby top to bottom. Change their diaper, change their clothing is case too hot/cold, make sure tags or zippers aren't rubbing, feed baby, burp baby, rock baby, give mylicon drops. If all else fails... and you're sure you've covered all bases... let your baby cry it out for 10-15 minutes. Sometimes babies need to just let it out... and usually will fall asleep with 15 minutes.
If your baby is between 6weeks and 12 weeks... it could be colic. Aside from comforting the baby, there's not much else you can do. They will outgrown this phase.
Good luck.

You got a reply earlier about the five S's. Trust me they work! If you absolutely desparate here, give the baby a pacifier, swaddle him where he can't flail about, and find some kind of white noise. The white noise can be anything. Turn your tv on to a "non-channel" with snow and crank it up. The baby has a shut down reflex that combined with the other stuff, should calm him down. Try gas drops if you have any. Even if it's not what's wrong, it won't hurt him. If the baby is congested or has cold symptoms, you could go into your bathroom and turn the hot water in the shower and let him breathe in the steam. The noise could help, too. If you don't have a tv, turn on your hair dryer. I haven't tried it on my daughter, but my nephew was really fussy and we took him into the bathroom and turned on the dryer. It was so funny! He immediately went to sleep!

Sometimes babies just need to cry. It's okay to leave them and let them cry, especially if it's stressing you out. Lie him in his crib, make sure he's safe and let him (or her) cry for a bit- try 5 minutes and you take a walk around the house. Try feeding him a bit after 5 minutes and if that doesn't work, let him lie down again.
If he keeps crying non-stop he make have colic. You might want to call your doctor if that's the case. Some kids just cry non-stop but don't let it upset you. Take time and let him cry, he's okay- like you said, you checked everything. Make sure his temperature is okay and if it is, you're doing all that you can. Hang in there!

Okay so im going through this right now also shes 4 months and nothing and i mean nothing has made her happy for 2 Days! Ive noticed though shes got a tooth coming in. All that sooths her is giving her something clod to suck on for a little bit, maybe you cant notice a tooth coming in but that could be it. Or the gas pains is something or maybe just some good ol growing pains, try some Motrin or something that normally takes care of any symptom for your baby and if that doesn't help call you doctor maybe its something you just cant see or fix alone =) good luck!

Does she/he have a fever?
Is she/he constipated?
Does he/she have an ear infection?
We need more details, like what are you doing, trying to put him/her down for a nap or holding her and she is still crying?
You can always try the 5 Ss:
Suck - give a pacifier (even if he pushes it out, hold it in place til they finally get a hang of it)
Side - hold baby on it's side, resting onboth your forearms
Swing- swing the baby a little in your arms
Shush - make shushing noises like the sound of the your heartbeat she/he would have heard in your stomach.
Swaddle - swaddle baby (they make swaddle me blankets you can buy from Babies r Us), but swaddling really really calms a baby down.

If the baby is not hungry, has been changed recently, and is not sleepy, try pushing the knees to the chest(help releive gas pressure.) I made a game out of it---smile and have the baby kiss the toes and then you kiss them. Just hold those toes to the nose/mouth for a second or two, great gas reliever!!

If you've checked everything and the baby is just inconsolable, try putting him or her in the crib, at least there they can cry themself to sleep.

Could be having gas pains. Try mylicon drops and see if that helps and also try rubbing his belly or moving his legs in an up and down motion to and from his belly. or try laying him on his belly.
