It actually depends on how you use your computer. If during normal use your hard drive seems to be constantly be active then increasing your RAM memory will be a huge benefit. If this doesn't seem to be the case you may do better upgrading your processor for a nice performance hit. I just upgraded my system from a Celeron to a 2.8Ghz Pentium 4 for $71.00 from New Egg and it made me a happy camper.
If you have the funds I'd say doing both upgrades would give you a lot of joy in the performance dept. or at least keep you happy with your computer for a lot longer than if you kept it as is. If you ever move to Vista your going to want 1GB RAM for sure lol.....

HOw long you planning on keeping the computer?
Do you plan to upgrade to Vista?
I think your computer will be obsolete with Vista, or at least require new hardware and/or drivers. Evaluate the above questions and determine whether you will keep this one for another several years or not. Certainly don't spend lots of money on upgrades for this one. But a memory upgrade as you describe would probably be a good improvement.

The big question is what kind of ram it is. Because there is is little, i assume that this is DDR memory, which is now very expensive. You might be better off throwing away all your old ram and replacing it with 512 or 1gig ddr2 ram. It will cost you less and you will get better performance.

No one could tell you that without details on what you use your pc for. If you just browse the net, you might not see any, if you are heavy in to hi end games or multitasking, it could make a world of difference!

This can only add to the speed and flow of your computer, i suggest you add it...you will also be able to open more applications without major lagg by adding more ram

adding ram is about the easiest, fastest, and cheapest upgrade you can do. you will most certainly notice a difference.
