No because the word sexually active means that your active in having sex and if youre not having any u cant be active in it.

If your not activly having sex then no your not sexually active. You have to have sex to be sexually active. If you have had sex before but now you are being abstinent your not sexually active. But if you have had sex and now your at a dry spell of a couple of weeks and ready to have more sex then you are sexually active.

No. Sexually active means you have to be.. um sexually active. Example, if I lost mine a year ago, but didnt do anything since... I would no longer be a virgin... however Im not sexually active. Get it?
