I don't think so, they have that hard end of the feather that attaches it to the bird so they don't feel the actual soft thing

no cause they feel the sharp point not the feather part. to the birds, the feathers hurt like hell.

Yes I presume that they would be affected by them, as cats and dogs do sneeze sometimes when they are pruning themselves when the fur gets up their noses. So it must be the same for birds, when it gets up theirs.
