I agree that communication is very important by whatever means ---cell phones, land line telephones, faxes, emails, etc.
Your question depends on personal preference.
In your case if it is really that necessary you have to put it as your one top factor to consider, and check the quality of cell phone coverage in your chosen university.
Work by your criteria, if you need a cell phone then by all means have it with you but check the university regulations whether there are prohibitions or limitations or what.
Other students may not be interested to have one. Do not be swayed by their personal attitude toward the use of cell phones.
Consider quality of cell phone coverage in your search for a university.

It seems as though you are an international student inquiring about cell coverage in the US. The US has complete cell coverage in almost every city and rural area. In EXTREMELY rural areas you may not be able to find coverage. It is highly unlikely that you will chose a college in one of these areas. The US News and World Reports Magazine publishes a list of best colleges and universities by field. I would start to look from there. Almost all college students use cell phones and I do not have a landline. I solely operate a cell phone.

I have T-Mobile here in U.S.A. but when I travel every year for the summer to Italy, have Tim service(for which I bought a new and cheap phone 3 years ago).You might as well, get yourself another phone over there since you will be studying abroad ! By the way, good luck !!
