no you need a dvd burner to burn dvds you cant burn them through a simple dvd combo drive.

You might not have completed the question. Go to start, control panel, system, hardware, device manager. Left click on the plus sign next to cd/dvd drives. If you see listed DVD-RW, DVD-R, DVD+RW, or DVD+R, then yes. Otherwise, no.

Depends on whether the DVD portion of the drive is a DVD-ROM (which only plays DVDs) or a DVD+/-R (which writes DVDs). Usually if you look on the front of the drive itself it will list what all is included. If it says DVD+R, DVD-R, DVD+RW, or DVD-RW, then it is a burner. If it only has DVD or DVD-ROM, then it is just a player.

no, you have to have a DVD burner, a plain CD/RW cannot write DVD media

Yes you can. Just make sure you put the CD you are writing to in the correct drive.

no you can't. you can write cds but you can only read dvds.
