Dad is a musician out on tour. Mom and kids are at home. Dad calls home, says "I miss you guys". The mom and kids say, "We miss you, too." Dad says, "Don't miss me, I'll be with you, wherever you are." I have the CD - it's a great song. The original song was inspired by a conversation that Richie McDonald, the lead singer of Lonestar, had with his wife and son.
There's another version that talks about soldiers at war, and has remarks from families of actual soldiers throughout the song. I've linked to a CD in the sources section that has both versions on it.

Where he is isn't the point. Maybe he's talking about being on tour and missing his family. The song is saying he's always there in his heart and mind, even if he's not physically there.

he could be anywhere. a singer on the road, a business man on the road, a soldier at war. it doesn't really matter where, cause in his heart and mind, he is home with his family
