what if someone goes in with No Pants? Would the restaurant still have to serve them?

Most restaurants like that also have signs posted inside that say, we reserve the right to refuse service to anyone. Although I was once in this bar and a guy had vomited on his pants...he took them off and continued playing pool as if nothing untoward had happened.

It is the restaurant owner's choice (and maybe some health codes in certain cities) to put up that sign,

It is city ordnances (the law) that disallow 'no-pants'. The restaurant owner assumes everyone will be law-abiding citizens.

I've never dined (away from home) with no pants, but if refused entry and I pushed the issue, would assume most jurisdictions would allow me, the patron, to be removed under local public indecency laws.

I have always wondered that. lol but would someone really go walkin around outside with no pants? seriously? My dad once had a sign on his car that said 'Shirt and Shoes Required. Bra and panties optional.' lol

Hahaha! Good question. They'd probably serve the pantless person if they are in a skirt. I hope they'd send the bottomless person away and request they wear pantaloons next time!
