It is becomming quite common for airports to provide a parking lot or a pull-off area for people to sit in their vehicles and wait for the passengers they are picking up. After they have gotten their luggage, the passenger calls the cell phone of the person picking them up. It saves having to park in the pay-lots and go in. Many airports no longer allow vehicles to wait outside of baggage pick-up for security reasons.

its so you can wait and get a call from people you are picking up. that way you are not just sitting in the terminal taking up sapce and causeing security to get worried

it is loike the old phone booths use to be where you can go and talk in private, and without all the background noise.
