It has to do with our "socializaion". Others tell us that we should feel "shame" under certain circumstances. Being seen in your underwear,even when it is less revealing than a bikini, is given as a cause for shame.
Just be happy you are not in an extreme muslim culture, where being caught out of your burkha (head to toe cover up) could result in your death.

Any time I have to get changed in front of other people, I always say, "Well, it's more than I'd be wearing at the beach!" (Especially getting changed for high school gym class, when girls would come up with really inventive ways to get changed inside all their other clothes or something.)

I think it has to do with social norms. Underwear is just not something that everyone is supposed to see. But if you're wearing a bikini, even if it covers less skin than your underwear, it's acceptable to wear in public.

When women wear a bikini at the beach, they have generally tried it on in the shop (and at home) to make sure that they like the way it looks. It's chosen to make the wearer feel attractive.

On the other hand, if one is caught unexpectedly in one's underwear, it's usually "Tuesday underwear." I'm sure you women know what I mean - the pair that's 3 years old, with the elastic coming unraveled, that is only worn when you REALLY need to do laundry ...

Of course, I wouldn't wear a bikini to the beach - I don't have that type of self-confidence. That doesn't mean that I'm ashamed of my body. I'm actually a bit of a nudist. But those who wear bikinis generally go to "see and be seen." I'm not interested in that sort of attention.

FOR THE SAME REASON THAT::::

you can't walk outside with your boobs uncovered without getting an indescent exposure ticket or look stupid...but you can let your boobs hang out and breast feed your kid in the middle of a church and around other kids and it's acceptable, to me.. a boob is a boob regardless.

SO.. with that said-- it's a psychological thing we have become robots to. It's acceptable to show your fanny and legs at a beach, but not if the tag says HAYNES and your walking aorund hte house with nothing else on.

we humans are just weird!!!!!

i feel like if i wore a bikini it would be because i was ok with being seen prepared for a swim yet if accidently seen in my underwear it was because i was careless and caught "off guard" in the process of changing my state of dress. i think it all depends on the person and how they feel about their bodies, nudity, modesty ect.

"UNDER" being the operative word. A Bikini (or just the bottom half) is considered to be a piece of clothing. "Under garments are not. Simple as that.

Don't wear a bikini at the beach-they're uncomfortable and totally impractical. I swim, sail, or sea-kayak and wear a surf top and surf shorts. In the past I had to buy them in the "men's" part of the store, since women weren't sold anything so practical. Or I use to wear nylon shorts, but again, I often bought men's shorts since the women's were too short or too tight. If you're going to be doing anything other than sitting at the beach, you need clothing that will allow you to move around, and will protect you from the sun and surf.
