The pooling occurs accross my property line, so I am not sure what I can do that won't effect my neighbor.

Contact your local plumbing inspector (@ city hall) ask him about putting in a "mini-sewer"
A Mini-Sewer is a way to drain water in your backyard to the storm sewer. It's not cheap, because you have to use a back-hoe to bury the piping and you need a plumber to hook it up to the storm sewer.
These things work great, but like I said, they're not cheap to do.
If your neighbors are having water problem too, contact them and maybe they'll share the cost.
If your neighbors are directing their water onto your property, that's a "no-no".
If they won't help you on the cost, build a berm around the perimeter of your property and plant flowers in it. Make it high enough to stop the water from coming onto your property.

Whatever you do will effect your neighbor.

I had that problem and I just filled in to the property line and used a small retaining wall to keep my dirt from washing away.

You need to check with your local municipality to make sure you can do something like that though. Some have ordinances about drainage.

You also may be able to ask your town or city to do something about the problem.

You can also use drainage pipe. Black with holes in it that you put in a ditch and cover with gravel or sand.

I also put a small rise of dirt to guide the water to the creek. Now the water pools in my neighbor's yard (All of their runoff was running across my yard and washing away the grass. Hey I tried to warn them.)

Dig a trench all along, then fix a grate over it for pedestrian/car access.
Or use gravel, large sized river stones in strategic areas for walking on.
