There are considerable differences between the powder extinguishers that are low pressure and the CO2 extinquishers, which are high pressure. Basically they are both welded tanks with thicker metal in the CO2. The CO2 is pressurized and has a fairly simple valve to release it. The powder ones are slightly more complicated inside to insure the powder is driven out by the pressure.

It is really just like a cross between a can of hair spray and an air cylinder, filled with CO2 or powder. The reference shows some pictures that can not be reporduced in this forum.
