Since you prefer the US, there is no such place. Either it is hot and humid during the summer and pleasant in the winter, like in South and Central Florida, OR it is hot and dry during the summer and too cold for swimming in the winter, like in Northern Florida and the rest of the US-Gulf coast.
You may be lucky in southern Texas, Brownsville-area near the Mexican border, since this is the point of the US-mainland, that stretches second furthest south after the Florida-peninsula. There, you might have lower humidity thanks to the hot and dry inland areas, that reach deep into Texas and Mexico. Both are extremely dry during the summer. And it still reaches well south, perhaps far enough to be able to enjoy the beaches in the wintertime.
San Diego isn't a bad spot, either, but I believe that daytime temperatures can drop into the 50's in January and February there, since its geographic latitude is well above 30 degrees north. If you wouldn't mind leaving the US, you'd have plenty of places to choose from, just look at Viorel i's answer, he's right on!

Most of Southern California have great beaches and little to know humidity. If I had to chose, I would live in either Santa Barbara or San Diego. I love Santa Barbara, but they are a bit expensive. It is a fantastic place though. Absolutely beautiful! San Diego is great too.

When coming to ocean places, Maurtius is good, as per my knowledge. You just try up there and the beaches there are very good to enjoy.
