like what would be best for a normal dvd player and ps2.

It's not an incremental thing - if 8x works, 4x won't be any better. However, there may be a limit to how fast you can write to the DVD; going too fast will leave you with a DVD that skips or locks up. How fast is too fast depends on your specific hardware and software. Some systems will work fine at maximum speed. some won't.

The burn speed does not effect the quality of the video. However, a higher burn speed may cause problems if the computer can not feed the data fast enough. When burning, the buffer must not be underrun. If it is, it could cause the DVD be unusable.

yes! the less the speed (eg. 2x or 4x) the more reliable and secure the data is, unlike burning it in a maximum speed, you will notice, that in a few months it can hardly read the data in the cd... (opinion!) but i know its true :)

It affects the reliability of your recording.

If the recording is successful, and error free (almost all burning programs allow to to verify the disk for errors.), then the quality is always the same.
