I would imagine that it would be like walking through fog. It would be kind of dewey and moist.

Touching a cloud is like touching fog. Unless it's a dark rain cloud I don't think your hand will become very wet.

Seeing that fog is a cloud in contact with the ground, and when you walk in the fog you get a little dewy and moist I would assume the same to be true when in contact with a cloud.
