I went for a job interview and then was called back to meet the Dr. and have a 2nd interview. He told me it was between me and 1 other person and that really we were both qualified in different ways.
I then recieved a call from his office manager telling me that I had been hired and giving me my start date.
The day before I was supposed to start I got another call from his office manager telling me that they had decided to go in a different direction and they would not be needing me after all.
CAN THEY DO THAT????

Unfortunately, yes they can. If I were you i would go in and talk to the the office manager who gave you mixed messages and find out what changed their mind. Tell her you just want to know for your own benefit.

Yes, but I agree with the previous poster. If you quit another job in order to accept this one, I would consider filing a lawsuit to collect any wage loss that their reneging causes you.

Well, they can, but it's a really lousy thing to do. Especially if you had another job that you quit to start this one.
