With a $20 shrink, i could propose an "accessory" for some thing he already has. in step with danger a sparkling LED flashlight or lantern, or in step with danger a, roll up "mattress" pad for camping out. some thing he might desire to apply WITH what he has. If he shoots a gun, a pair of bins of ammunition and a few aims, etc. (BoyScouts nonetheless have a marksmanship badge i think.) Does he fish; how a pair of decision of flies or lures, whichever could be suited. that's extremely annoying to discover something truly fantastic for $20 anymore! wish this helped.
