The jackpot, yes. It's required by law. It's all a part of the 'it could happen to you' image created by Joe and Susan, the local farmers winning 100 million thing.
Many years ago, I won 25 thousand and they wouldn't give me the money until they took my picture with a big cheque. It's all image.
