According to the mighty Quentin Tarantino, the whole film is a metaphor for Tom Cruise's characters struggle with his sexuality. Does he choose Kelly McGillis, the more socially excepted Hetro path, or Val Kilmer, the Homo route. He chooses to be true to himself, take the Iceman path, and wins the great big battle at the end.

It's a military thing. You're talking about the beach volleyball scene right. I hate to say but that kind of thing really happens. When you live with a bunch of other guys and rarely see anyone other than those guys, you get comfortable with them. Not saying anything gay happens, but what you saw in that movie is really how military people act when trying to just relax. It's getting away from the stresses of making a living training to kill people. It's a bonding kind of thing. You really know someone has your back when things get hard when you don't mind hugging each others on a beach with lots of other guys around.
