Don't know about the best but surely my favorite is Katherine Hepburn followed closely by Humphrey Bogart who does not get high enough marks for his professionalism. He seems to be known mostly as a character actor but look at his entire body of work.

Well, of the ones I have watched perform, in the movies, or on tv, John Wayne for actor, and Hmm, actress is much harder..
but, I'll have to go with Katherine Hepburn... she was soooo versatile.. and so classy..
Of course, you could also go with Jerry Lewis, for comedy, seconded by Robin Williams, and Carol Burnett for comedic actress

This is what I call a good question!
ACTOR: Personally, I adoreeeeeee Johnny Depp. He is the all time best actor. I love him as Captain Jack Sparrow because he makes me laugh so muchhh and he really engages his audience. I love all his films.
ACTRESS: I would say Kate Winslet because she is absolutely amazing at acting. She was fantastic in Titanic and she is still in the acting business. She displays a lot of emotion while acting too which really makes me go "wow"

in my opinion the best actor of all time is "the Duke" if he were still alive he could be the pres. The best actress is a harder question to answer. I might have to say jamie lee curtis or Sally Field
